DO ONTARIO PUBLIC ADOPTIONS DROP EVERY YEAR?
(September 2, 2010). A report to the Hague Conference on Private International Law shows that Ontario public adoptions are in serious decline. In contrast, the annual report of the Ontario Ministry of Children and Youth Services credits the ministry with an "increase in adoptions", despite the fact that its own statistics show public adoptions not growing at all, but flat or heading down. 2009 INTERCOUNTRY ADOPTION STATISTICS: CANADA SHORTCHANGES THE HAGUE CONFERENCE

NOTICE: 2010 ANNUAL GENERAL MEETING OF THE ACC
(August 31, 2010). All members and non-members of the Adoption Council of Canada (ACC) are invited to attend the 2010 Annual General Meeting. ADOPTWALK 2010
(July 27, 2010). The Adoption Council of Canada (ACC) announces our 2nd annual grassroots fundraising event, AdoptWalk, which this year is expanding to Saskatchewan as well as Ontario. Following our successful inaugural walk in Mississauga, ON last fall, this year’s walks will help to raise awareness about the need to find permanent homes for more than 30,000 children and youth in foster care across Canada. CHEO INTERNATIONAL ADOPTION AND HEALTH STUDY I AND II
(July 26, 2010). The development of certain chronic health conditions are thought to be influenced by environmental factors in early childhood. Internationally adopted children represent a unique population because they move from one environment to a significantly different one early on in life. Drs. Irene Fung and Dr. Charles Hui, from the Children’s Hospital of Eastern Ontario (CHEO), are studying the association of environment and health in these children. CANADIAN STUDY OF SPECIAL NEEDS ADOPTIVE PARENTING
(July 26, 2010). Many adoptive children have special needs though these are not always known at placement. Raising these children can be stressful but there is little Canadian research suggesting how professionals, associations or agencies can help. Parents are the experts so we invite you to share your experience by taking part in our small study. We seek parents of adopted children who have a diagnosed medical condition, disability or emotional/behavioural disorder. Some may also have a difficult past history. Your ideas on what parents find helpful and on needed supports will be used to help other families like yours. Participating parents will receive a resource list at the interview and a summary of findings as soon as they are available. This study is being conducted by Alice Home, social work professor and adoptive mother and Manon Crevier, graduate research assistant. Élever ces enfants peut être stressant mais il y a peu de recherches canadiennes qui suggèrent des façons dont les professionnels, associations ou agences peuvent aider. Les parents sont les experts donc nous vous invitons à partager vos expériences en participant à notre petite recherche. Nous recherchons des parents d’enfants adoptifs qui ont été diagnostiqués avec une condition médicale, une incapacité ou un trouble émotionnel/comportemental. Certains peuvent également avoir eu un passé difficile. Vos idées sur ce que les parents trouvent utiles et sur les soutiens dont ils ont besoin aideront d’autres familles comme la vôtre. Les parents qui participent recevront une liste de ressources au moment de l’entrevue et un sommaire des résultats aussitôt qu’ils sont disponibles. Cette recherche est effectuée par Alice Home, professeure en travail social et mère adoptive et Manon Crevier, étudiante et assistante de recherche. THE HEART GALLERY IS SET TO LAUNCH IN OTTAWA!
(April 7, 2010). The Heart Gallery of Ottawa will launch in the Aboriginal Peoples Room of Parliament Hill on Thursday, April 15, 2010. The scheduled event is from 5:00 p.m. to 7:30 p.m. Program highlights include: a panel discussion with current and former youth in care, presentations by adoptive parents, and the opportunity to view the portraits and profiles of the first 18 referrals to the project.

(January 22, 2010). NEWS ITEM UPDATE: Citizenship and Immigration Canada (CIC) has made some important announcements related to the priority processing measures in Haiti, including the adoption of children from Haiti.

ADOPTION IN HAITI: THE ACC RESPONDS
(January 19, 2010). The recent earthquake in Haiti has resulted in the death of thousands and the separation of many parents and children. The visual impact of the devastation and its effect on children has been horrifying. There are no estimates yet of the numbers of orphaned children, but the number may be very high.

SEASONS GREETINGS FROM THE ADOPTION COUNCIL OF CANADA
(December 16, 2009). As 2009 draws to a close, we wanted to take this opportunity to wish the adoption community a happy holiday season. HEART GALLERY OF OTTAWA
(December 14, 2009). The Adoption Council of Canada (ACC) and the Children’s Aid Society of Ottawa are partnering to launch the first Canadian Heart Gallery. This is an exciting pilot project in Canada dedicated to finding permanent homes for children and youth in foster care, beginning with those in Ottawa.

YUKON TO OPEN ADOPTION RECORDS
(December 1, 2009). Yukon Territory has a new adoption disclosure Act! The Child and Family Services Act will become law on April 30, 2010.

URGENT REQUEST FROM THE ADOPTION COUNCIL OF CANADA
(November 24, 2009). Please help the Adoption Council of Canada compete for funding an idea that could result in finding more homes for 97 children waiting for families in Ottawa.

EVERY CHILD DESERVES A HOME
(November 24, 2009). Children who have a government as their parent, no matter how well-intentioned or necessary that arrangement is, are often damaged by it. The evidence of this harm is extensive and consistent. It’s time we made it a priority in Canada to find permanent homes for children and youth in the care of child welfare agencies. GROUNDBREAKING STUDY PROVIDES IMPORTANT NEW INSIGHTS ON IDENTITY ISSUES IN ADOPTION
(November 24, 2009). NEW YORK, Nov. 9, 2009 - The Evan B. Donaldson Adoption Institute today released a major study on identity formation for adopted persons, a groundbreaking work that provides significant new information and insights that can be used to improve laws, policies and practices – as well as public understanding – on a range of issues relating to adoption, particularly across racial lines.

ACC’S POSITION STATEMENT REGARDING QUEBEC ADOPTION ACT (2009)
(November 24, 2009). There is much to be applauded in Quebec’s new adoption Act, An Act to Amend the Civil Code and other Legislative Provisions as Regards Adoption and Parental Authority. With its emphasis on openness and information sharing between adoptees, adoptive families, and original families, it is an important step forward in adoption practice in Canada. Unfortunately, however, Quebec has missed the mark on some important issues and the Act fails to follow the best practices in adoption advocated by the Adoption Council of Canada (ACC) and other major adoption groups in Canada.

L’ÉNONCÉ DE POSITION DU CAC QUANT À LA LOI SUR L’ADOPTION AU QUÉBEC (2009)
(le 24 novembre 2009). Une grande part de l’Avant-projet de loi modifiant le Code civil et d'autres dispositions législatives en matière d'adoption et d'autorité parentale devrait être l’objet de nombreux éloges. En mettant l’accent sur l’ouverture et le partage d’information entre les personnes adoptées, les familles adoptives et les familles de sang, cet avant-projet permet une grande avancée en matière de pratiques d’adoption au Canada. Toutefois, le Québec n’a malheureusement pas atteint tous ses objectifs et l’avant-projet de loi échoue à adopter des pratiques recommandées par le Conseil d’adoption du Canada (CAC) et par d’autres organismes d’adoption majeurs du Canada.

ADOPTWALK 2009
(November 12, 2009). The first annual Canadian AdoptWalk, co-hosted by the Adoption Council of Canada (ACC) and the Adoption Council of Ontario (ACO) was a tremendous success! The event, which took place in Mississauga, Ontario on Sunday, October 18, 2009, brought together 150 people touched by adoption. Together, we raised $20,000 for the Canadian adoption community.

NEWS ITEM UPDATE: SAFE HAVEN LEGISLATION
(November 11, 2009). On Monday, November 9, 2009, the Adoption Council of Canada (ACC) presented to the Standing Committee on Law Amendments (New Brunswick).

ACC MEMBERSHIP DRIVE
(November 3, 2009). Since it is Adoption Month across North America, the ACC would like to share some information with you about our recent accomplishments and ongoing initiatives, as well as encourage you to become a member of the ACC.

NOVEMBER IS ADOPTION MONTH ACROSS NORTH AMERICA
(November 3, 2009). The Adoption Council of Canada (ACC) encourages everyone to raise awareness about adoption and there are many ways to go about this.

2008 INTERNATIONAL ADOPTION STATISTICS
(October 26, 2009). On Friday, the Adoption Council of Canada (ACC) received the 2008 international adoption statistics from Citizenship and Immigration Canada (CIC).

IMAGINE ADOPTION: RESTART OF BANKRUPT AGENCY GIVES NEW HOPE TO 350 CANADIAN FAMILIES
(October 22, 2009). First came the shocking July 14 news that Kids Link International Adoption Agency in Cambridge, Ont. (usually called Imagine Adoption) was bankrupt. About 350 families were left with their adoption files in limbo, and tens of thousands of dollars apparently gone with no result. “From Family Helper, www.familyhelper.net

(October 21, 2009). This message was sent on behalf of the Canadian Donor Conception Coalition (CDCC).

RAISING EXPECTATIONS: RECOMMENDATIONS OF THE EXPERT PANEL ON INFERTILITY AND ADOPTION
(August 27, 2009). In 2008, the Government of Ontario established the Expert Panel on Infertility and Adoption to provide advice on how to improve Ontario’s adoption system and improve access to fertility monitoring and assisted reproduction services. Yesterday, the Expert Panel released their report: “Raising Expectations: Recommendations of the Expert Panel on Infertility and Adoption”.

ADOPTWALK 2009
(July 29, 2009). The Adoption Council of Canada (ACC) and Adoption Council of Ontario (ACO) will be co-hosting the first annual Canadian AdoptWalk on Sunday, October 18, 2009.

CALL TO ACTION: EQUAL EI BENEFITS FOR ADOPTIVE PARENTS
(July 7, 2009). The Issue: Currently, adoptive parents are eligible for 35 weeks of EI benefits. However, they are ineligible for the additional 15 weeks of maternity leave benefits available to those women who become mothers through birth, rather than adoption, despite the fact that adoptive parents pay into the EI Fund at rates equivalent to those of birthparents. We are asking for the Government of Canada to create an Adoption EI Benefit Plan.

CCRC RELEASES STUDY ON THE BEST INTERESTS OF THE CHILD
(July 7, 2009). On Thursday, June 25, 2009, the Canadian Coalition for the Rights of Children (CCRC) released a new study on "The Best Interests of the Child: Meaning and Application in Canada."

THE ACC RELEASES "ADOPTION CANADA" E-NEWSLETTER, JUNE 2009
(June 26, 2009). Adoption Canada is the electronic newsletter of the ACC. Although the ACC regularly posts information to the website and circulates periodic e-news items, Adoption Canada is a more formal newsletter and is compiled twice per year. Enjoy!

CANADIAN ADOPTION ADVOCATES WIN NACAC AWARDS
(May 29, 2009). In August, the North American Council on Adoptable Children (NACAC) will honour adoption activist Susan Crawford, of the Halton Multicultural Council in Ontario. She will receive an Adoption Activist award for her work promoting transracial adoption in Canada. “From Family Helper, www.familyhelper.net

JUNE 1, 2009: ONTARIO TO OPEN ADOPTION RECORDS
(May 26, 2009). As of June 1, 2009, adopted adults will be able to apply for copies of adoption orders and birth registrations and birth parents will be able to apply for information from these documents.

INVITATION TO PARTICIPATE IN STUDY ON PRE AND POST ADOPTION SERVICES
(May 25, 2009). This research project has been funded by the Atlantic Metropolis Centre and has received ethics approval from Sir Wilfred Grenfell College, Memorial University of Newfoundland. The researchers are Dr. Sonya Corbin Dwyer, who is associate professor of Psychology at Sir Wilfred Grenfell College and Lynn Gidluck, Graduate Student at the University of Regina. Both researchers are white parents of Chinese children.

THE ACC HAS DEEP CONCERNS OVER THE UPCOMING RELEASE OF ORPHAN

LEX REYNOLDS, ADVOCATE
(May 14, 2009). It is with profound sadness that the Adoption Council of Canada posts this tribute. The Canadian adoption community has lost a strong advocate. Lex Reynolds, aged 54, adoptive father, lawyer and child and family advocate died unexpectedly on Saturday, May 9, 2009.

UPDATE ON THE GAMETE DONOR LAWSUIT
(December 23, 2008). In an effort to see this suit through, several interested parties have formed an organization called CDCC (Canadian Donor Conception Coalition). Olivia Pratten is the spokesperson for the CDCC and has submitted a letter to introduce us to the coalition.

SEASONS GREETINGS FROM THE ADOPTION COUNCIL OF CANADA
(December 19, 2008). It has been a wonderful year for the ACC, as we continue to strengthen adoption services across the country.

NEW POST-ADOPTION RESEARCH
(December 19, 2008). Under the supervision of Dr. Lori Ross in the Social Equity and Health Research Section at the Centre for Addiction and Mental Health, research is being conducted on the transition into adoptive parenthood during the post-adoption period.

TRANSRACIAL PARENTING INITIATIVE – RESOURCE AND TRAINING MATERIAL COLLECTION – GET INVOLVED!
(December 19, 2008). The Halton Multicultural Council, (Oakville, ON) with funding from the Ontario Trillium Foundation, is currently developing the Transracial Parenting Initiative, a three year project that aims to create education and training curriculum for parents fostering/adopting a child of a race or culture different from their own.

ALBERTA TO EXTEND BENEFITS TO ADOPTIVE PARENTS
(November 26, 2008). The Government of Alberta has recently introduced forward-thinking amendments to its Child, Youth, and Family Enhancement Act. These amendments would include the extension of benefits to any person adopting a child who has been a permanent ward of the provincial government.

FIRST EVER CLASS ACTION LAWSUIT FILED BY SPERM DONOR OFFSPRING IN CANADA
(October 31, 2008). A class action lawsuit was filed on October 24, 2008, by Olivia Pratten, the representative plaintiff, on behalf of all people in the province of BC conceived via anonymous sperm, egg and embryo donation or what is called “gamete donation”.

PREMIER RECOURS COLLECTIF DÉPOSÉ PAR LA DESCENDANCE D’UN DONNEUR DE SPERME AU CANADA
(31 octobre, 2008). Un recours collectif a été déposé par Olivia Pratten, la représentante demanderesse, au nom de toutes les personnes de la province de la Colombie Britannique conçues par don anonyme de sperme, d’ovocytes et d’embryons ou au moyen de ce que l’on connait sous le nom de « don de gamètes ».

PROTECTING THE RIGHTS OF THE CHILD
(October 7, 2008). The Adoption Council of Canada (ACC) uses the Convention on the Rights of the Child (the Convention) as our benchmark as we develop policies and programs. In turn, we believe that there is an urgent issue that needs to be addressed by candidates involved in the upcoming Federal Election: ensuring the implementation of the Convention.

ONTARIO APPOINTS EXPERT PANEL ON INFERTILITY AND ADOPTION
(September 24, 2008). Ontario has appointed an expert panel on fertility treatment and adoption to help find solutions for people who are trying to start or expand a family. The panel will recommend ways to help make both fertility treatment and adoption more accessible and affordable.

L’ONTARIO CRÉE UN COMITÉ D’EXPERTS EN MATIÈRE D’INFERTILITIÉ ET D’ADOPTION

L’Ontario a nommé un comité d’experts sur le traitement de l’infertilité et sur l’adoption afin de cerner des solutions possibles pour les gens qui essaient de fonder une famille ou de l’agrandir. Le comité formulera des recommandations en vue de rendre l’adoption et le traitement de l’infertilité plus accessibles et abordables.

EMPLOYMENT INSURANCE BENEFIT FOR ADOPTIVE PARENTS
(August 14, 2008). The ACC is currently helping challenge the Government of Canada to recognize that adoptive parents, while perhaps not giving birth to a child, have significant parallel issues that are equivalent to those of the parent who has had a child by way of birth.

THE ACC NEEDS YOUR HELP IN ASSESSING POST-ADOPTION SUPPORTS IN CANADA
(June 4, 2008). As many of you already know, the Adoption Council of Canada has received federal funding for a post-adoption support initiative. As part of the project, we would like to have the input of adoptive parents across Canada about the types of post-adoption support they have received and would like to receive.

(May 31, 2008). The board of directors of the ACC is seeking individuals who care about adoption in Canada and want to volunteer their time making it better.

(May 28, 2008). The Adoption Council of Canada (ACC) believes that sealed adoption records perpetuate secrecy and shame within adoption.

ONTARIO TO OPEN ADOPTION RECORDS
(May 22, 2008). A new Ontario law will soon give adult adoptees and birth parents access to information that is currently sealed in their adoption records.

STRENGTHENING POST-ADOPTION SERVICES IN CANADA

BILL C-14: NEW LAW MAKES IT EASIER FOR CHILDREN ADOPTED ABROAD TO BECOME CANADIAN CITIZENS (by Robin Hilborn, Family Helper)
(January 7, 2008). Canadians who adopt children abroad will find it easier to have their newest family members become Canadian citizens. Bill C-14, an amendment to Canada's Citizenship Act which became law on June 22, 2007, will go into effect Dec. 23.
