The Adoption Council of Canada (ACC) is the umbrella organization for adoption in Canada.

Based in Ottawa, the ACC raises public awareness of adoption, promotes placement of waiting children and stresses the importance of post-adoption services.

Our services include a quarterly newsletter, a resource library, referrals, and conference planning.

Our mission: 

The Adoption Council of Canada is a federally incorporated charitable body which aims to: inform and educate about all aspects of the adoption of children for Canadians; provide understanding of the benefits and challenges of adoption for children, birth-families and adoptive parents; promote the placement of waiting children in permanent loving families; stress the importance of post-adoption services for families and adoptees; and facilitate communication among all groups and individuals concerned, by providing: 

  • a library and clearing-house on adoption issues in Canada 
  • information and referrals in answer to adoption inquiries 
  • publications of adoption news and resources 
  • education for families, professionals and the public. 
  • facilitation of the planning and implementation of conferences and workshops on adoption issues 


Membership & Donations

ACC membership is a great way for you to lend your voice to ours and support the work of the Adoption Council of Canada! 

  • As an active member, you would receive the semi-annual ACC newsletter in the mail, as well as the opportunity to receive the ACC e-news which is sent out three or four times per year.

  • Membership ensures that you will be up-to-date on all Canadian adoption-related issues.  You will also receive notices about upcoming adoption conferences and workshops.

  • Members are invited to attend the ACC Annual General Meeting and have full voting privileges on any agenda items requiring approval from the membership base. 

  • If you are unable to attend an AGM, you are given the opportunity to vote by proxy.

The Adoption Council of Canada is the only national information and referral service for adoption in Canada, and the ACC maintains the only national child-specific recruitment program in Canada:  Canada's Waiting Children.  This program aims to recruit families for the more than 22,000 children in Canada who are currently waiting for adoption.

Adoption in Canada: Sharpening Our Focus

The Board of Directors of the Adoption Council of Canada held a Strategic Planning Session in Ottawa, September 6-8, 2002. This was made possible with funding from the Dave Thomas Foundation for Adoption.

The ongoing work of ACC is aimed at achieving three overall goals to serve the entire adoption constellation in Canada:

  • fewer children in Canada awaiting adoption, due to faster and more effective recruitment, matching and placement with appropriate families;
  • comprehensive pre- and post-adoption services available to birth and adoptive families;
  • open access to adoption records in all provinces and territories in Canada.

The Adoption Council of Canada is proposing to undertake four key strategies to achieve these objectives. These strategies are:

  1. To develop strong working partnerships with the key decision-makers in the adoption process in Canada, in order to raise adoption to a higher priority among all of them, promote permanency as the goal for all children in care, strengthen the practical cooperation and sharing of knowledge among all members of the constellation over time, and advance the three broad goals set out above.
  2. To inform, educate and link all those in the adoption constellation: families, adoptees, professionals and others; through an annual national adoption conference, an adoption journal, websites and web-based newsletter, and a new adoption list serve.
  3. To diversify the funding base of the ACC.
  4. To develop the infrastructure and capacity of the ACC.
